How on earth do I send a simple reply to a potential buyer?

I've received yet another message from a potential buyer asking about one of my items and wants a simple answer before he makes an offer. I have written iOffer helpdesk to advise me how to reply without having to make an offer (yet again, as I have lost a few transactions because of this problem, being unable to reply). My message to iOffer, in part,is as follows:
** I would like you to read the full message [în my Message Inbox] and explain to me how I can reply to this person in a simple, realistic manner. You will see that the notation following this message is that an "offer is requested". It is not an offer that is requested, it is a simple reply to his question and I need to know how to send him my answer, plain and simple. He does not want an offer, he wants to make an offer, and he is waiting for my answer. I have already written your helpdesk but have received no reply. Please let me know as soon as possible as he has already been waiting for 2 days **
As far as I`m concerned this not good policy to keep potential customers waiting. In fact, it is a deplorable policy. There should be a simple method to send a simple reply without sellers having to make these stupid offers when all is needed is a reply to a question. If any of you viewer have any suggestion I would be very grateful. Thanks.
